That's not a bug. Getting a companion from CTA events is random, so you might get one the first time you do it or you might be unlucky and do it 100 times without getting one. The more you do the mission the bigger the chance you'll eventually get a companion, but there's no guarantee no matter how much you repeat it.
I can't say how they compare damage-wise, but in PvE at least I prefer CAGI simply for the pull effect, which synergises nicely with Not So Fast and other AoE abilities.

They drop very, very rarely from those missions. You can get a few that way (I know I did), but it'd take ages to get enough of them to buy anything. Like chaoscourtesan says, I think there's a (much?) better chance to get them from the epic missions like Valindra and Malabog.
