As a halfling with 22 str, 20 con, 20 Dex I hit my caps easily and the only had 1 rank 7 for Ar pen. This left tons of room for power enchants which have no diminishing returns.
Ar Pen, Crit and Regen were super easy to level with no downtime and good damage. Power will come from your weapon and that will be enough to level with.

Sounds like a very skilled player. Just los him and call in a teammate to finish the job. Some 1v1 matchups are not worth it. Throwing the daggers roots him so you can set up the ambush pretty easy.

One thing you guys missed is you can prevent the heals requiring much less DPS to kill her. The spiderlings have the biggest heal followed by the Drow. Kill the spiders and this will be way easier.
There is a noticeable difference in DPS and Survival. I just swapped to Destroyer spec from Sentinel which i had been for about a month or so. Much like with t2 armor I would take both of the t1 sets you mentioned and go 2/2 for both partial bonuses. Small difference but use the BP of the stats crit or recovery that you want more as the bp has the highest overall stat boots. doesnt make a huge difference tho.
Recovery is your best bet at this point. You will not see much return from any stats at this point but I am noticing a decent improvement from getting around 4k recovery now. if not that then crit or power. for offense slots. as you will still see some returns in those areas. Power like griffons with charges don't benefit from recovery , at high recovery levels you can use lunging more often and it allows you to use Tide of iron which is a great group buff.
I like it. I am currently getting my recovery way over caps because I am really liking having my daily power up all the time I am planning to go over 4k recover maybe to 4.5k depending on how it feels this is well over diminishing returns but as a side benefit I wont need any penetration on any of my gear to hit the cap.

Personally I like Str 16, Con 14, Dex 14 before racial adjustments. It is a matter of personal taste but this in my opinion is a good start and is flexible enough that when you respec as you learn how you play the class, you have a good base to work off.
