Given the diminishing returns on stats like Recovery & Crit... and the lack of DM's on Power and ArmPen (other than hitting Mob Damage Resistance %)
Would it not be best to start with as high of Dex and Int as possible? Since there are no DM's on Stat % increases
I'm not familiar with how stats are generally distributed on GWF gear, but on my DC I hit the Recovery DM point pretty easily with T2 gear and use of a Stone.
I know Con provides a bonus of extra HP's.. but I figure you hit a point where you have "enough" hit points to have a comfortable amount of time to react.. and with a decent enough amount of defense.. you shouldn't be tissue paper to mobs.
So bottom line... I figure with Gear scaling.. it was be easier and easier to hit DM's... so enchanting will can be solely devoted to Power or other non-DM stats.... thus.. why not stat with the highest stats possible in those DM stats.. and stack Power later...
Maybe... the lost of DPS on At-Wills doesn't compensate for the improved recovery and crit % provided by higher Int and Dex...
As a halfling with 22 str, 20 con, 20 Dex I hit my caps easily and the only had 1 rank 7 for Ar pen. This left tons of room for power enchants which have no diminishing returns.

As far as I know DR is the same for every class
I have hit all my caps with STR/DEX and enchanting for only armorpen.
