The lazy way with ACT, it has an efficiency rating and if a skill has an efficiency of 100-(mob DR) then arm pen obviously doesn't work. And yeah more than likely bark will be better than SF in mod 2 because of healing depression.

The main thing is to get your armor pen up, at least to 1900-2000 range. Everything else will just come, such as recovery I have none slotted, same with crit. So basically arm pen and then power stack.
Your arm pen is good, probably will be too high when you level your lantern. The immediate thing I see is your crit strike is really high. Can you swap some of that crit for more power?

I dunno where that myth came from. Check your damage totals, power affects different CW skills adding different amounts of damage on each, you can easily swap to a lesser orb like going from fomorian back to ancient or gladiator and see that this does not hold true.
