easy to get around this, buy items that have a set AD salvage amount, send to alt, alt salvages and then refines, AD sent. You just have to know the salvage value of certain items to not lose AD.

I think the whole thing around this (and I've thought of it) was what they did in WoW for things like this. They, in instances where XP was received when the player was level capped, would turn the unneeded XP into gold.
