Yeah, I kept getting tossed into empty (completed) dungeons (Pirate King to be specific) as well. You leave, re-join queue, and get stuck with the same people running around the empty dungeon because they won't leave it/let it reset. We had the same issue Beta weekend 1 with Cloak Tower.
