Same here, killed the boss Hrimnir, entire party received rewards, but the exit portal cannot be interacted with. Had to relog to exit dungeon. No leaver penalty was incurred.
I never update ACT, the neverwinter plugin is an old plugin and doesn't always like the newer versions of ACT. Since its such old plugin anyways there doesn't seem to be any actual benefit to updating ACT itself.

This is obviously a low priority issue right now because its intermittent. Only happens maybe 10% of the time, which I'm assuming is within the acceptable threshold for bugs.

I played expedition to stardock on 2 characters both just under 20k IL on ver. NW.115.20190701A.3 and it was admittedly bit easy then. no new mastercrafting in mod17 but from the sounds of the recent Q&A stream on twitch there may be some upcoming additions to crafting system but no additions to master crafting.
It seems faster solo at times because of what some inexperienced players in team are doing like buggering up aggro scattering mobs or fighting every little group along the way, not taking shortcuts, knocking monsters into the gates and getting them stuck, etc...
I finally located exactly where the monsters are getting stuck at the point (in the images below). This monster prevents the party from progressing beyond this point because of the in-combat state. I'm not sure if the monsters are spawning in that state, or if players are somehow knocking them into that spot with knockback…
