Every day is a new pool of entrants. Yes, it makes it more difficult to qualify over the course of the whole event, because you would have to transfer multiple times. The tradeoff is that when you do enter, your chances are much higher to win, because the overall number of people that can win gets reset.

Regarding the Dread Ringer vs. Dread King thing: The Dread King title was accidentally granted to everyone that should have gotten the Dread Ringer title. In the end, they got both, which also both include Neverwinter Vanguard Packs.

The trade-off is that this one is for all characters on your account, and that the 1000 Zen that you transfer is not used on the companion itself. You still have that Zen to spend. Some people will choose to participate for these reasons, some people won't.
