I go to zen store, then select steam wallet and click buy, but NOTHING HAPPENS. Tried this for almost 1 week and nothing. Also i have steam overlay enabled. Any help please?

Sorry but this post will not be as in depth as I would like as I am actually on break at work...
My most humble request is to never use steam to purchase any MMO cash shop items. Here or anywhere else.
Steam takes a cut of all purchases made which means less money goes to the developers. This directly results in less money to expand the game content.
For a normal game go for it. I love stream sales myself.
For MMOs it really does hurt the game to be giving money to steam when they do absolutely nothing other than offer a launcher.
Normally I would help give a solution to the problem anyway but like I said I am on break at my real job and do not have the time to troubleshoot.
Can anyone help? I have the same issue, and no, going through Arc web page does not work for me -- it's not listing the game for me. I got Neverwinter through Steam.

Steam gives you the option to buy Zen through the use of a prepaid credit card. Arc/PW does not. I also think it's wholly irresponsible for a Community mod (even though you're not a PW employee) to discredit a PW partner (Steam) in such a manner.

Steam provides a service that PW does not adequately fulfill, IMO. I want to see this game succeed as well! It's why I've spent as much as I have on it. That said, discouraging/discrediting a means of purchasing Zen through an alternate source is irresponsible and sets a bad example, IMO, for a Community Mod.
I'm stepping out at this point - I don't want to go down the rabbit hole any further - even though we disagree on this one point I do appreciate everything else you bring to the community. - thank you!

MMO's are not Single Player Games.
When you buy a Single Player/Co-Op game you are buying that product as is. It is unlikely to change much after release and certainly not over the long term.
When you pay a monthly fee or purchase an item from a cash shop from an MMO you are paying for what the game will become.
In regards to a Free to Play MMO any purchases you make are looked at more as an investment/donation than anything else. You liked what you already got for free and are investing in the future of the game even though the future content you are paying for is going to be supplied free of charge. It's not cancer research but you are, in the eyes of F2P MMO's in particular, donating towards the future of the game development so as an investor you should be concerned about making sure your money is well spent.
If you like Steam then I am not telling you that you can't. I am telling you that you should not because Steam is taking royalties which effect the bottom line profit of Neverwinter. If you want to anyway that is your choice.
Finally please read there two definitions:
Discredit - harm the good reputation of (someone or something)
Discourage - persuade (someone) against an action.
In order to discredit I have to harm the reputation of Steam. I have not done so in any way. I am discouraging people from making purchases through Steam because every penny that Steam takes from those purchases is money guaranteed to not be spent further developing the game. That is a fact. And as I said earlier, as a player that is investing your hard earned money you should care about how your money is being spent after it leaves your hands.

You need too activate the "community" in steam and create a profile. Sorry I don't know how translate it with my bad english. When you purchase in game with steam wallet, There is a popup from steam and you can do what you want to do.

But until PW changes its business model to make things more payment friendly (which it is not), then I cannot agree with you that somehow theirs is more important than someone else's.
If you want Steam to not get used as much... you will need to come up with a better payment model that is more friendly, and more convenient...
As it stands... it is not, and that's my personal experience with the system talking.

This worked. And thanks for being helpful. As I said in my earlier post, Arc does not work... it refuses to list Neverwinter in my game options when I try to buy Zen, so referring me back to Arc is not very useful.
PW used to be very payment friendly. You could choose your currency, you saw at a glance what amount of Zen you were getting for your money. Now it's tied to your IP so I'm forced to transact in Euros even though I'm in Africa and usually only use USD for online purchases (better rate of exchange). It requires choosing an amount, payment option then waiting for a page to load to see how many Zen, then pressing back and repeating the cycle on a different amount to see how many you get there. Very frustrating. I also see that I don't appear to get as much Zen for my money as before and I'm worried that I'm being subjected to Euro VAT even though legally I shouldn't be.
I would assume that PWE has willingly made a business deal with Steam to provide this service. I would also assume that PWE makes decisions that are in their best interest. Therefore, it seems kind of silly to assume that PWE is taking a "loss" from customers paying through Steam. If they are they shouldn't have made that deal.
This whole discussion that promotes the thinking that PWE is losing money through Steam is really asinine and if they are, who's fault is that?
This didn't answer the OP's question. They are asking about Steam specifically, not about paying through Arc. If the option is there and part of the game interface, then there should be a reasonable amount of support.
We actually just found out why this is occurring. Steam recently began supporting localized currencies in new countries and our in-game purchasing through Steam Wallet is not yet configured to work with them. The unsupported countries right now are Canada, Mexico, Turkey and Norway. We're working to get them supported ASAP.

It's not fixed yet? When I press charge zen (blacklight retribution) (In steam version of game) it opens window, it loads a while but there is a blank box with nothing in it I think it should say the different choices there.
Whats the infatuation with using Steam anyways just so you can have another program eating up resources while playing Neverwinter, I understand with some games like Civ5 there is no choice but when you don't have to why would you ever choose to use a 3rd party source, makes no sense, i don't even use Arc just use the game client and you will save your self needless drama.

When you buy Zen Points through Steam Wallet, you are paying STEAM (Steam later pays Perfect World in bulk, after they keep their cut).
If you are using Steam and it's not working, it's a Steam issue.
