Honestly if this stops double DCing then it's probably the healthiest change so far, opening an extra spot on the group make up will make grouping twice as easy for dps/support dps classes. I tested it yesterday and it seems to be working now. It was not working earlier this week. It's the next attack after 10 that you need to block, but so far each time it has worked.
From my experience, I find that whoever can dodge (cw, tr, hr) is best using the sword as they can avoid damage which lowers the charge. If your a GF not running KV, then sure taking the sword as GF doesn't really effect the party much so it's a viable pick for the sword if no others are up to the task.
