That would be done here too. But this isn't the same. The item was not purchased with cash and you explicitly clicked through a warning. They still might restore it as a one-time courtesy, but I wouldn't get my hopes up.

It does take a while to get a response, especially so considering the current situation around the world. Anyhow, I don't think they'll be restoring it. IIRC you get a specific dialog warning you that the item will be bound to the character if you refine it.
Was that exchanged Zen or paid Zen? In case it's paid Zen, support might undo that transaction. Nothing is likely to be done if it were exchanged Zen (I've accidentally purchased an Enchanted Key pack while claiming that free 3-key pack on a new character, and was told they can't help with that).
