I am a cw and I had the same issues as you. Someone once explained to me that the bonus itself is not additive, so if you have 8% without the bonus, you don't get 23% with the bonus. I haven't seen anything since the mod release. They had a feedback thread and lots of comments about stuff being broken but no official statements if it's going to be fixed or anything. Maybe it was just maintenance and no patch was applied.

Not just that gamer score it hidden behind payment or luck but why in the world would I want gear that I don't need? Recovery on a cw piece, I mean, seriously? And then you buy the zen pack to have a useless companion and boots that are not even best in slot?! Makes no sense.
