For the bards, it's a looping emote. Use the contact menu to customize their animations. As for the NPCs, guard encounters are friendly, not enemies. So, I just dressed up guards in different costumes, or not when I actually wanted the standard costume.
It's making me reconsider parts of my next mission, where I have people checking various contacts in PE. I'm probably going to have to move that to it's own map as well.

I just redid the quest myself on the live server and discovered that the returning to protector's enclave isn't as serious as I once assumed. It's a display bug.
