Unable to spend points on new feats and powers

  I had the same problem. 4 points in Storm Spell on my CW but couldn't add anything (feats or power points) until I used one of my respec tokens for a full respec. The issue is now resolved.
  
  I got several tokens from the last winter event so I'm not out any money but this is still irritating.

  It goes away for some when they hit level 70. It is most likely requiring: level 70 + spent at least 71 power points in order to "un-bug" your character.

  I have had this for 5 days now on ALL of my characters.
  Some of my characters have leveled again through Invoking, and are now missing a Power point as well.

  will not let me use power point or feat point and on 2 toons it wont count vigilant tasks I do , no matter how many I do it always says 0/16.

  I have the same problem, even made a video for those who do not know how that ta see the bug ... What happens already passed five days that tou without feats and boons, and no Dev appeared to at least say something
