think ppl will still use only vorpal, plauge and terror weapon enchants as they do now other enchants did not get good enough buff to be better or close as good as them
I think there will be still be an huge disparity in Weapon enchantment.

I don't know how they will be balanced but now it isn't. But for me, Defence reduction will be better than any damage until those damage hit like some Encounter power, in most of the case. Additional effect on Flaming or Lightning are a good things but I fear that they end-up being as good than some At-will, if not better.
After that, some of the change are interesting but might result to some strange situation. The AOE on Flaming can be triggered on each mob that have it. It can lead to some cataclysmic explosion. I suppose the explosion is capped at 5 targets or something like that.
My last thought is for Frost enchant.
The PvE clarification is good as it make it useful for control class but I'm doubtful about the deflection debuff. It will be very effective against some class in PvP. But in PvE, how will it work ?
And finally, the ICD.
Some enchant have clear ICD ("last 4s cannot be applied more than once every 20s") while other don't (Terror, etc). A clarification is really needed here. It could help a lot the balance between debuff effect and damage effect.
It would be nice if they removed the need of a second enchantment to upgrade in all levels (rank 1 to 10 and lesser to perfect), making it so one would need only marks and wards to upgrade such enchantment. It would reduce the gap between powers (the haves and have-nots) and turning the game a bit less grindy.

I only have 2 greater plague fire and a perfect lightning. I can't keep up with all this. The blue artifact belts and necks are doing enough damage to my sanity. I honestly don't feel like playing this anymore.

Frost needs to be re-written. On one hand it says "with every swing" on the other it says "can only proc every 20 seconds"...

Yeah this completely knocks Vorpal off of the top as the best for all classes enchant since the new stat curve reduces crit %. I like it, finally some balance to the enchants.
40% defense will be roughly an 8% dmg boost. GPF was already offering that. The power reduction - I wonder the impact in PVE, do mobs have power? Or will this be a 10% dmg debuff?
So Im not sure when Terror overtakes vorpal since vorpal will also have a defense reduction as well though probably not 40%.
The necro damage is good too. Ill just estimate this is a 10%-12% overall dps boost. Vorpal is about a 28.5% dmg boost on crits so youll need ABOUT 40-42% crit to breakeven.
For a class like GF terror will be BIS. For a TR I dont know.

I would imagine TR is no contest with 100% crit potential and people running around without regen & pots, but we will see. (Particularly for dailies with how fast they can get up.) I imagine scoundrel will be a much more viable and pursued path due to not needing nearly as much burst damage while gaining so much control as well as the ability to attack more from stealth though too

Vorpal will always be BIS for TR as long as they can guarantee crits as often as they do. Let me correct that. Vorpal will always be BIS for saboteur TR's because they can crit almost at will thanks to stealth bursting. For virtually any other class or build type though I don't think Vorpal will stand very much above, if at all, in comparison to the new enchants. Maybe crit based CW's using Eye of the Storm would be BIS vorp, but for anything else I really think the other options are just as attractive.
In short, Vorpal just got some very serious competition for all but a select few builds.
