Nah, you usually don't keep extra hardware laying around. I dunno about you buy having $12,000 routers or $20,000 blade servers just sitting doing nothing doesn't sound like a productive use of money.
I didnt read the rest but for those curious if any... I hope you do realize that's not what these cost... go up quite a bit for a system like this. Not to mention the hardware required to alone route the data to the servers hosting this game. I design these networks that support systems like this. My most expensive router alone is about 7,500,000 USD. Some of these system blades have more than 45k just in CPU(s)/Mem installed let alone storage and the slot cost + chassis.
Not ragging on you but giving you an idea for a system with 10-40 blades attached, Install costs, Software License, etc.
For those who complain, its beta, kick back, make some popcorn and watch the Cardinals Bullpen make you want to punch babies in the mean time when the servers go out!
Tell me the events that would allow us to call this a launch not a beta?
- Is it charging for mall items? yes
-Are all characters permanet? Yes
-Is it open to everyone that wants to DL and play? Yes
-Is calling it Beta a convenient scapegoat for when things go south? - Yes

Finally a post I can agree with.. I did a proof of concept for a company and the 4 servers they bought for it were 250k just for 4 servers. These were used for esx hosts so they had 40 cores and 512gb ram but still a quarter of a million for 4 servers.

I work in IT for the Power Industry... Energy. You want to know what they spend on redundancy per year per power plant to ensure redundancy? About $300M USD per plant per year. Their infrastructure is FAR FAR less complex than a Game company is and while it may seem trivial to purchase additional gear, it's not cheap. Not even for Emerson or HoneyWell or Invensys and the HAMSTER devaluates quicker than cars do.
So while Perfect World Entertainment, Inc. a subsidiary of Perfect World Co. does have deeper pockets than some, it is widely common in the IT Industry to buy as needed and deal with the fall-out. IT is always secondary afterall.
My guess is they had a load balancer failure. F5 BigIP = $300,000 for a company like this. Not exactly something you want to have shelf spares for.
This x10,000, I'm willing to bet the people who complain "Why don't they have spares?" have never set foot in a data center, and absolutely do not work in IT. I am a network administrator for a casino and I can say I encounter this kind of ignorance daily.

Beta has nothing to do with it despite the title trying to pass some blame, not that I blame them as I would do the same in their shoes.
This is a plain sysadmin failure on PW's part, other (non-beta) games are affected as well. I appreciate the time you took to type out a smarmy yet uninformed post brimming with vitriol though, look forward to more of your work.
