I have given up at this point and to be perfectly honest this is as tedious as ArenaNets last minute patch that forced customers to fetch serial codes many were not even shipped out with the physical box copies. If this game is going to survive they need to maintain security without dragging customers throught a torture gauntlet of red tape to make a simple purchase. Or heck supply Gamestops with the expansion cards so we dont have to buy them online /boggle /rant off

Yes same thing here, Paypal denies my cc which is perfectly fine and then when I call them they sent me to my card issuer who said nothings wrong. I go back to Paypal and they then tell me to give paypal 24 hours for my account to "mature" and the card charge should work. I will keep trying...for a while but I can imagine the sales they are losing because of how clunky paypal works.

All the more reason for me not to go through an intermediary such as PayPal; and it seems a lot of gaming companies prefer to use some intermediate system of payment.
They seem to complicate what should be a simple transaction. I use my credit card on line a lot and never have any issues when dealing directly with vendors. I buy books, computer parts, tools and appliances; it's done quickly and efficiently.

Found this thread after I opened a ticket.. foolish me.. anywho.. I've tried to purchase the $200 Hero of the North founders pack and my transactions will not go through. Here is what I've tried so far.
Troubleshooting Steps:
-Cleared Cache/Cookie and set browser defaults
-Tried to purchase on 3 different computers @ 2 different locations Home & Work
-Tried to purchase through Internet explorer, chrome, and firefox browsers
-Tried to purchase with 4 different credit cards. 2 Debit cards and 2 Credit cards. All of which have more than enough to cover the cost. 2 of the cards are in my name and the other 2 cards in another persons name. I also tested to make sure I could make online purchases with 2 of the cards.
-Tried to purchase with the 4 cards through both paypal and skrill options. I used the no account option and just entered credit card information.
Is there a problem with how this is set up? I've never encountered a problem like this before. I want to have this resolved before the next open beta. I appreciate any assistance in regards to this.
I just tried a brand new just activated Discover card with the same luck on paypal. Rejected.

There should be an option to use paypal as a guest. You don't need to make an account but the transaction will go through paypal. Sadly there is no direct payment option even for the US Players.

That sounds like the cards are flagging this as possible fraudulent charges due to it being an international trade. Call of the card company and tell them to take the restrictions off and it should go through *if* you are all from outside of the United States...and this has little to nothing to do with paypal. I've had that issue come up several times in the past for other purchases I had made even when buying directly from the company.
It's simply a safety feature on cards that prevents sales (and stupidlly non-descriptive when doing so) in an effort to prevent fraud.

Ok so I just spoke with Paypal about this problem. I used the example of my brand new discover card. My discover card is not tied to any account online/etc. I received it within the past week. When my purchase failed yesterday I tried to make a purchase with it on Newegg.com just to test to see if the card would work. My purchase went through no problem on Newegg.
I tried the transaction again right before contacting paypal and received "The card you entered cannot be used for this payment. Please enter a different credit or debit card number." No stranger of an error message there right?
Ok soo.. The paypal representative Pablo looked up my card and saw the purchase of 199.99 attempted to go through but was declined by the account that would receive the money. aka Perfectworld. I asked how he could tell this and what his thoughts were on the matter. Pablo informed me that due to the Perfectworld account having a lot of pending transations or transactions under review, no payment will go through to it currently. He informed me that even if I used my paypal account with the money in it, it still would fail at this point.
Oh Boy..
I'm not sure where this leads us at this point but I am going to update my support ticket to PW with this information. I wonder if anyone else received this same information yet? But Pablo told me I would just have to keep trying to see if it would eventually go through.

I live in the states so this shouldn't be a problem. I am also unable to go through skrill as well. I have already contacted my credit card company and had them verify that everything was ok and that something like this should go through without a problem. I tested a purchase on Newegg (yes I know it's in the states) just to make sure online purchasing is fine.
**UPDATE**
I called my discover card company again just to be thorough and had the representative Susan check my account for any restrictions both local and international. She stated there was nothing. She even placed me on hold and checked with a supervisor as well. I also noticed when I checked my account online that there are pending 1$ transactions to paypal.

Most of the issues plastered in this thread are simple mistakes on the user's end, for instance not registering pre-paid gift cards for online purchases. For most people, such as myself, the purchase was beyond simple and hassle free. Let me know what support says so that I can assist players accordingly and sorry about the added frustration, I assure you most transactions have gone through without an issue.

Gave up on Neverwinter. Support said to try a different browsers, Skrill, etc. Except, I have no trouble paying anything online with a credit card - software, books, computer hardware, you name it and I've ordered it online without any trouble. If I have this much trouble trying to pay for a beta key, then I'm not even interested in trying to buy their in-game currency.
I'm in Canada, so I don't have as many options. The local Walmart does NOT carry PWE prepaid cards. The website says that FUTURESHOP has the prepaids cards as well; Futureshop lists a lot of prepaid gamecards but not PWE. The whole point of ordering on-line is so you don't have to drive all over the place.

I figured I would try one more thing to see what happened. I called my parents to see if I could try one of their cards to see if the purchase would go through. Same result lol. I called paypal for them and was informed the same information that their is a problem on the sellers end currently. She said I would have to contact them to have this resolved.

How long ago did you make the purchase? I'm guessing it wasn't too recent?

I believe you have to go into your CP and go to permissions. There is some information at the beginning of this thread on what to do. I think that will take care of you.

I made my purchase the day the Founders Packs were released.
Without a doubt there could be some funky thing going on in the background that occurred in the last few days, that's not completely out of the question. Sadly as a community moderator, meaning a paying customer like yourself, I can't see the insides of the system so all I can relay is my own experience and trouble shooting tips.
So very, very strange. If the error isn't with Paypal or the card then it must be with PWE. Let support know that you've already contacted paypal and the card companies and see where it goes. I'm truly flaberghasted.
And Jason, pat1entzer0 gave the right instructions. You should have at least received a confirmation e-mail, check your spam bin, and do note that titles are manually and not automatically applied. Follow the steps in the first post and let me know if that doesn't resolve the issue.

I'm just curious.. Did anyone who successfully do this remember anything about a verification form or something? I saw in the FAQ section on their site for purchasing ZEN it mentions a verification form via email.
Just curious. I never received an email from Perfect World about that. I Wasn't sure if it was related or not since i am not purchasing Zen.. but the founder pack.

There shouldn't be any verification form.
I'm not an expert on buying Zen but the Founder's Purchase was, for me, as simple as clicking which pack I wanted to buy, logging into my paypal account, choosing which payment option I wanted to use and clicking to confirm the transaction.
Looks like I am not getting into beta this coming friday if Paypal doesn't permit my purchase on my perfectly fine credit card. Does anyone know if they will permit direct purchase or fix this paypal mess anytime soon. This is 45 pages of problems and not everything is user side. I am so depressed after following this game for so long I can't buy the pack that I counted on having for something as trivial as simple denial charges from paypal for a credit card that has a 30k limit and tons of credit. Is perfect world even aware there are many people who are having issues with Paypal and working to fix this before the game comes out sigh. Why couldnt they even have cards i could buy at Gametstop with a founders code...

That's exactly what I'm having trouble with. And to point out, I've used my credit card to donate to Wikipedia, etc. via PayPal without having a PayPal account. But when I start the payment process it shows 2 options - pay via a PayPal account, or pay with a credit card through PayPal. However, when I select the 2nd option, the country changes to the US. When I change that to Canada, it switches to create a PayPal account (or pay using your PayPal account). I told this to Support. Support just said use a different browser, etc. But as pointed out by several now, it looks like it's a PWE/PayPal problem that we can't solve. And it's likely the Support people are only in a position to offer solutions, not able to actually go in and look at the problem and attempt to solve it.

@grimrod - I can't do this where I live, but possibly you'd be able to purchase sufficient PWE Prepaid cards in your area and side step the PayPay/PWE problem. However, you might want to ask to see if that's possible or if it's been done.

Thank you, its a good idea and worth a shot...I think it's horrible that they are driving people to have to use paypal and should offer alternatives than having to deal with the jumping through hoops of paypal and the dubious chances of Skrill. This whole system caters to those who already had paypal accounts but to those who dislike it or are new to the system which has become more tedious and time consuming its a hassle.

It is a debit Visa card, Skrill worked Paypal did not.
I am Downloading now, but my card is a debit card with a Visa logo, never had an issue with it with any other games that don't use Paypal.
Sorry for the impatience, been watching streams since last night and deciding to spend what little spending cash I get a month on the ability to play beta before my PCmag key goes live was making me antsy
I paid with a Visa Debit (Credit..never Debit...stupid banking fees) Card as well so that's very odd PayPal just didn't like the card.
But hey, at least you got it to go through

Can anyone help me out, I confirmed my purchase of the founders pack yesterday via paypal, received a transaction id receipt that was confirmed it was completed via email. This was done early last night, so I came home today expecting to find some type of usergroups menu in my CP and it's not there. This is now getting me nervious with beta only a few days away which I reserved completely free starting friday. Can anyone help me, let me know what to do or who to call ? Where exactly is that usergroup menu in the CP that I need to enable for the Founders Pack title. Thanks in advance for any help at all. I made sure I had my cookies deleted and wasn't logged in before I came home today so thats not an issue. I do have access to the beta forums.

Just to update, I filled out a ticket and they answered me within an hour with my link to update my new Founders Status ! I am very satisfied with the perfect world follow up and look forward to my first steps in nw this weekend.
Paypal btw worked but only after a few days waiting for verification and badgering their customer service to verify my account faster.

I'm in Canada, so I don't have as many options. The local Walmart does NOT carry PWE prepaid cards. The website says that FUTURESHOP has the prepaids cards as well; Futureshop lists a lot of prepaid gamecards but not PWE. The whole point of ordering on-line is so you don't have to drive all over the place.

How long ago did you make the purchase? I'm guessing it wasn't too recent?
I believe you have to go into your CP and go to permissions. There is some information at the beginning of this thread on what to do. I think that will take care of you.
Without a doubt there could be some funky thing going on in the background that occurred in the last few days, that's not completely out of the question. Sadly as a community moderator, meaning a paying customer like yourself, I can't see the insides of the system so all I can relay is my own experience and trouble shooting tips.
So very, very strange. If the error isn't with Paypal or the card then it must be with PWE. Let support know that you've already contacted paypal and the card companies and see where it goes. I'm truly flaberghasted.
And Jason, pat1entzer0 gave the right instructions. You should have at least received a confirmation e-mail, check your spam bin, and do note that titles are manually and not automatically applied. Follow the steps in the first post and let me know if that doesn't resolve the issue.
Just curious. I never received an email from Perfect World about that. I Wasn't sure if it was related or not since i am not purchasing Zen.. but the founder pack.
I'm not an expert on buying Zen but the Founder's Purchase was, for me, as simple as clicking which pack I wanted to buy, logging into my paypal account, choosing which payment option I wanted to use and clicking to confirm the transaction.
It took only a few seconds to do everything.
@grimrod - I can't do this where I live, but possibly you'd be able to purchase sufficient PWE Prepaid cards in your area and side step the PayPay/PWE problem. However, you might want to ask to see if that's possible or if it's been done.
Thank you, its a good idea and worth a shot...I think it's horrible that they are driving people to have to use paypal and should offer alternatives than having to deal with the jumping through hoops of paypal and the dubious chances of Skrill. This whole system caters to those who already had paypal accounts but to those who dislike it or are new to the system which has become more tedious and time consuming its a hassle.
I want it stated that Skrill charged me an extra 50cents on my transaction. doubt anything can be done, but I am glad to see that PWE finally added CC's to their list of ways to purchase. was stupid they didnt have it before. also noticed an issue with the pre-paid Zen cards as noted here. http://nw-forum.perfectworld.com/showthread.php?64491-PWE-and-their-pre-paid-cards
Paypal btw worked but only after a few days waiting for verification and badgering their customer service to verify my account faster.
