Context: Relatively new lvl 70 Justicar (7.9k) I know scaling is a work in progress, but Could not complete even Cloak Tower solo. On Live I can solo most of the levelling dungeons - Cloak Tower is a breeze. The first 2 bosses ironically are Still trivial - a couple of Encounters puts them down. The trash the 3rd boss summons overwhelmed me every time. As Justicar, I think I'm missing an AoE capability. The At Wills are also useless - not worth pushing the buttons for what they do. I tried a few combos, without success.
Many of the issues reported in this thread have to do with scaling. I believe, that scaling in its current implementation actually contributes to the issues. I therefore have reposted some of my observations on scaling in this thread:
First, I am assuming that the intent of scaling is to equalize the difficulty level of the content for the entire player base.
For this, scaling must be based on the factors, that actually affect the efficiency of a player, to handle the given content. For level 70-80 content, character level is nearly irrelevant as a factor. It will become even more irrelevant, when all characters are at the new max level (80). In fact, if it takes ~1 week to go from 70 -> 80, practically all players that run lvl 70-80 content will be at level 80, with less than <1% in the range between 70 and 80.
If you base scaling on something that is irrelevant for the issue you want to solve, it is rather obvious that scaling will not work as intended and will produce problems of its own, for instance that level 70 content becomes easier for a level 70 character than a level 80. Scaling currently is based on character level. But even if it is based on other factors, it does not seem to work as intended.
Why is it that low tier content is "too easy" to run? It is quite obviously not character level, at least not for level 70-80 content.In this range character level is nearly irrelevant for the difficulty, on live and in MOD 16. Low tier epic dungeons are "too easy" if characters have high IL. This means, if one really intends to make low tier content "more challenging" for the top IL levels, if one really intends to have meaningful scaling, SCALING MUST BE BASED ON IL, not on character level.
If a dungeon has an entry IL of say 11k, a player with 11k IL should not be scaled at all. If a player with 20k IL queues for a 11k dungeon, his effective IL should be reduced, so that it is close to the maximum IL intended for the dungeon. This would be meaningful scaling, but how scaling is currently implemented produces far more problems than it actually solves.
The funny thing with scaling as it is done now, its only effect is to make the already huge gap between a low IL player and a near-bis IL player even larger.
Example (taken from actual reports about MOD 16):
Without scaling a 11k IL, level 80 player might have 300k HP and 20% defense in a level 70 dungeon. Level scaling reduces this to 200k HP and zero defense.
In contrast, the 20k+ IL has 400k HP and 80% defense AFTER SCALING, because - despite scaling - his IL is still high enough to have defense (and most other stats) at their maximum (capped) value. Scaling will have reduced his HP by the same percentage as for the 11k IL, but with 400k it is largely irrelevant what his non-scaled HP have been, in particular if one takes the 80% defense into account. His effective HP (including defense) are 2000k, a factor of 10 higher than the 11k IL player. Similar arguments can be made for the other stats (offensive, defensive).
This means, scaling has not contributed at all to equalizing the difficulty. The effect is rather insignificant for the high IL, but it is huge for the low IL.
Scaling - in its current implementation - punishes the low ILs, and has nearly no relevance on the near-bis ILs.
This means, scaling - in its current implementation - actually contributes to imbalance, it does not reduce it. To make scaling meaningful, we must reduce the effective IL of the near-bis player, without reducing the IL of an entry level player! It is quite simple to do this:
If the entry level of the dungeon is 10k, the maximum IL should be around 50% higher, e.g. 15k.
To bring all players in the range 10k-15k, you need to know the highest (currently) possible IL for the given MOD, e.g. the bis-IL of MOD 16. Lets assume it is 20k.
So a 20k needs to be reduced to 15k, whereas a 10k should stay at 10k.
This means every IL point above the minimum requirement of 10k must be scaled down by 1/2. If an 18k queues for the dungeon, he is +8k above the minimum, which should become +4k scaled. His effective IL should be 14k. This means, all of his stats should be reduced by a factor x = 14/18.
This will be meaningful scaling, very easy to implement with a few lines of code. It is also easy to tune: If a dungeon is "too easy", lower the Max_IL If it is "too difficult" either increase the Min_IL, or the Max-IL, or both. If all dungeons are "too easy", lower the Bis_IL If all dungeons are "too difficult" increase the Bis_IL
Just started questing with my Justicar Paladin yesterday on preview (level 70). In the first area I was exploring, she was one shot by one of the Brutal Giants. ( I think that's what they're called ) Very shocked that my TANK could be killed that easily in the starting area.

Bug, Vorpal Weapon enchant scaling is behaving strangely in dungeons. This was in Valindra's tower. Instead of the 40% crit severity, it was scaled down to 4.3% crit severity. That's an order of magnitude reduction in the bonus, far more than anything else scaled down in there.
Edit: Additionally, this it it scaling in Castle Ravenloft, so from a 7k IL to a 15k IL. All of my other stats have barely been affected, as expected. But Vorpal's crit severity scaling is incredibly off:
I'm really trying to give the suggestion about bringing lifesteal and recovery back to the game, but only in gear stats, not enchantments, just to see how that goes; it solves the problem stacking. Besides I only have 3,271 recovery in gear stats and perform decent enough with shady preparations (feat) and lurkers assault (Daily Power) on rogue. Taking away recovery just seems out of line with those 20 second encounter cooldown times. Also those health AHHH moments with lifesteal (unless the lifedrinker enchantment could help?) and I like that feeling at times for health chance. My cooldown times are decent enough to perform with some recovery and it's not like completely instant, but seems more convenient by balance game-play using at-wills in-between encounter use.

Thanks for dropping me to level 76 and 20k Defence instead of letting me do the HE at level 80 with 36k Defence, you know the level you are supposed to do the HEs at because they are useless to you before then. It makes it so much fun.

Feedback: Overall Difficulty.
Currently the game is far too easy and coupled with long duration fights, it makes it boring to play. Either the game needs brutally difficult, long fights or short, easy fights. Long, easy fights have no respect for a players time. If it goes live as easy as it is, that is probably going to be the thing that I quit over. I don't want to spend half an hour doing fights where I don't need to think.

They still haven't toned this down? I ran it on my warlock (who is 17.7 on live) and I was ready to ragequit. I was burning through life scrolls like crazy. Mark my words, if it goes live with that level of difficulty there will be hell to pay when the general population gets there. As for me, I flat-out won't do that zone if it remains the same -- I'll just invoke my way to 80 and wait for the next mod.

Had the worst experience to date in this quest. AwfuI fight with keresta and bugs in this quests stressed me to the point to rage quitting. I hate mod 16 and their stat ratings and scaIing and the nerfing to DC.
Shadow vampires; assassins, greater vampires, necromancer, souI reavers deaI massive damage as weII; even the mini bosses Iike dark knight are a piece of cafe, shouId be the opposite.
They still haven't toned this down? I ran it on my warlock (who is 17.7 on live) and I was ready to ragequit. I was burning through life scrolls like crazy. Mark my words, if it goes live with that level of difficulty there will be hell to pay when the general population gets there. As for me, I flat-out won't do that zone if it remains the same -- I'll just invoke my way to 80 and wait for the next mod.
I concur as a SW this zone was brutal and the quest with Kerestra was insane. Solo she was one shotting me then showing up at the fire to camp me as i spawned. Then she would move back to her spot and become unattackable. I finally went and got the protege armor from the vendor and a paladin guildie to help. The rest of the campaign I quite enjoyed until I hit this zone, if you don't want that quest solo'd at least say so in the quest text that you might want to get others to help.
After killing the shadow dragon it is not possible to use the amulet of selune to free vanrak. there is no spot where it works and i tried A LOT of spots.

You realize SH is a level 80 zone now?
That said if its not in a HE in SH it seems to have the full epic buff, you are basically fighting Level 80 dungeon trash mobs.

In one of those rune zones in Vanrakdoom. Level 80 with 40K defense and 25k Crit Resist/Avoidance (whatever it's actually going to be called) and 24K Awareness. Only 21K Deflect. Toons name is Angels Scar 11, 20K+ Ilvl.
Please increase the difficulty of mini-bosses in Undermountain, like Aboleth and Basilisk. The fights are way too easy and only last a few seconds. That's boring. Since we only have to do them once it'd be fine to even die a few times. That'd be a change.
I was doing them with a Dreadnought, item level 19.5k.

This bug looks like the monster is hitting me like I'm level 80 (my actual level and gear) and I'm defending like a level 70 (my scaled level and gear).
That is one of the consequences of scaling based on character level instead of IL. CN is supposedly a level 70 instance, at least it is so (rather obviously) on live, e.g. in MOD 15. Therefore - supposedly - level 80 characters are "far too powerful" in CN and need to be scaled down to the design level of the instance, which 70.
The problem is, that in all level 70+ content (including the "old" level 70 instances in RLQ, RIQ, RAQ and REQ), character level has never been an indicator whether the instance is easy, hard or just undoable for a character. The difficulty of all level 70 content has nothing to do with character level (obviously, because all characters that run these instance have exactly the same character level). Rather the difficulty is directly related to IL and EVERYONE KNOWS THAT. That is the reason, why all level 70+ instances have a minimum IL, that increases as the difficulty of the instance increases. Of course we all know, that many instances are not doable for a party with the minimum IL. But that does not change the fact, that IL is the major contributing factor for the performance of a level 70 character.
Of course other subjective factors play a role as well, such individual skill - "knowing your character" or "knowing the instance". But these are not objectively quantifiable (unless you think that the number of successful completions or the ratio of successful to non-successful completions of an instance is an objective measure of individual skill, independent of IL). Furthermore, no one would like a scaling that penalizes characters with a high level of individual skill versus characters with a low level, because this would mean that improving you individual skill would not give any benefits.
IL is the only objective performance indicator in level 70+ content. For this reason scaling of level 70+ content should be based on IL.
An unscaled level 80 character with the same IL as an unscaled level 70 character, all other things equal, will never outperform the level 70 character in a noticeable way (neither in level 70+ content, nor in lower level content), because - character level only gives minuscule benefits (in MOD 16, where we will reach level 80 rather quick) and - practically all performance-wise important properties come from gear plus enchantments, companions, boons etc. slotted.
Scaling the level 80 down, just because its character level is higher, does not make any sense. Furthermore, you can have - a level 70 character very close to the bis-IL, via maxed enchants, companions, boons etc. on his (non-optimum but still rather good) level 70 gear and - you can have a level 80 character with the min-IL requirement for the instance. If both queue for a level 70 instance, the level 80 will become scaled down (so that its effective IL is much lower than the min-IL requirement), whereas the level 70 is not scaled at all. The result is an even larger discrepancy in the performance. The result is that high IL players will demand that the minimum IL of all instances is raised significantly. The low IL players will demand, that the difficulty of the instance (overall damage done by bosses and mobs) must be adjusted to fit the min-IL requirement. Cryptic will not raise the minimum IL, because they like to give the (false) impression, that new players can be made ready very quickly for all instances the game provides.
This is why I am repeating again and again, that meaningful scaling for level 70+ content must be based on IL. Porting over the (badly implemented) character-level based scaling from the low-level dungeons in RLQ over to level 70+ content might seem a great idea from the point of view that "we do not need to write any new code", but from a design point of view it is a disastrous move. For this reason I will advertise IL-based scaling for level 70+ content, until it is clear that the devs will not listen. In this case I will know that mod 16 will be a catastrophe and I can look for more enjoyable things to do, coming back maybe after 1/2 year to see what happened (assuming the game is still around then).

I know scaling is a work in progress, but
Could not complete even Cloak Tower solo. On Live I can solo most of the levelling dungeons - Cloak Tower is a breeze. The first 2 bosses ironically are Still trivial - a couple of Encounters puts them down. The trash the 3rd boss summons overwhelmed me every time. As Justicar, I think I'm missing an AoE capability. The At Wills are also useless - not worth pushing the buttons for what they do. I tried a few combos, without success.
I believe, that scaling in its current implementation actually contributes to the issues.
I therefore have reposted some of my observations on scaling in this thread:

First, I am assuming that the intent of scaling is to equalize the difficulty level of the content for the entire player base.
For this, scaling must be based on the factors, that actually affect the efficiency of a player, to handle the given content.
For level 70-80 content, character level is nearly irrelevant as a factor. It will become even more irrelevant, when all characters are at the new max level (80). In fact, if it takes ~1 week to go from 70 -> 80, practically all players that run lvl 70-80 content will be at level 80, with less than <1% in the range between 70 and 80.
If you base scaling on something that is irrelevant for the issue you want to solve, it is rather obvious that scaling will not work as intended and will produce problems of its own, for instance that level 70 content becomes easier for a level 70 character than a level 80. Scaling currently is based on character level. But even if it is based on other factors, it does not seem to work as intended.
Why is it that low tier content is "too easy" to run? It is quite obviously not character level, at least not for level 70-80 content.In this range character level is nearly irrelevant for the difficulty, on live and in MOD 16. Low tier epic dungeons are "too easy" if characters have high IL. This means, if one really intends to make low tier content "more challenging" for the top IL levels, if one really intends to have meaningful scaling, SCALING MUST BE BASED ON IL, not on character level.
If a dungeon has an entry IL of say 11k, a player with 11k IL should not be scaled at all. If a player with 20k IL queues for a 11k dungeon, his effective IL should be reduced, so that it is close to the maximum IL intended for the dungeon. This would be meaningful scaling, but how scaling is currently implemented produces far more problems than it actually solves.
The funny thing with scaling as it is done now, its only effect is to make the already huge gap between a low IL player and a near-bis IL player even larger.
Example (taken from actual reports about MOD 16):
Without scaling a 11k IL, level 80 player might have 300k HP and 20% defense in a level 70 dungeon.
Level scaling reduces this to 200k HP and zero defense.
In contrast, the 20k+ IL has 400k HP and 80% defense AFTER SCALING, because - despite scaling - his IL is still high enough to have defense (and most other stats) at their maximum (capped) value. Scaling will have reduced his HP by the same percentage as for the 11k IL, but with 400k it is largely irrelevant what his non-scaled HP have been, in particular if one takes the 80% defense into account. His effective HP (including defense) are 2000k, a factor of 10 higher than the 11k IL player.
Similar arguments can be made for the other stats (offensive, defensive).
This means, scaling has not contributed at all to equalizing the difficulty.
The effect is rather insignificant for the high IL, but it is huge for the low IL.
Scaling - in its current implementation - punishes the low ILs, and has nearly no relevance on the near-bis ILs.
This means, scaling - in its current implementation - actually contributes to imbalance, it does not reduce it.
To make scaling meaningful, we must reduce the effective IL of the near-bis player, without reducing the IL of an entry level player! It is quite simple to do this:
If the entry level of the dungeon is 10k, the maximum IL should be around 50% higher, e.g. 15k.
To bring all players in the range 10k-15k, you need to know the highest (currently) possible IL for the given MOD, e.g. the bis-IL of MOD 16. Lets assume it is 20k.
So a 20k needs to be reduced to 15k, whereas a 10k should stay at 10k.
This means every IL point above the minimum requirement of 10k must be scaled down by 1/2.
If an 18k queues for the dungeon, he is +8k above the minimum, which should become +4k scaled.
His effective IL should be 14k. This means, all of his stats should be reduced by a factor x = 14/18.
It is a rather simple (linear) calculation.
Scaled_IL = Min_IL + (Player_IL - Min-IL) / (Bis_IL - Min-IL) * (Max_IL - Min_IL)
x = Scaled_IL / Player_IL
This will be meaningful scaling, very easy to implement with a few lines of code.
It is also easy to tune:
If a dungeon is "too easy", lower the Max_IL
If it is "too difficult" either increase the Min_IL, or the Max-IL, or both.
If all dungeons are "too easy", lower the Bis_IL
If all dungeons are "too difficult" increase the Bis_IL

This was in Valindra's tower. Instead of the 40% crit severity, it was scaled down to 4.3% crit severity. That's an order of magnitude reduction in the bonus, far more than anything else scaled down in there.

Additionally, this it it scaling in Castle Ravenloft, so from a 7k IL to a 15k IL. All of my other stats have barely been affected, as expected. But Vorpal's crit severity scaling is incredibly off:

I can face perhaps 1 of them at a time, and have a chance to win. But 2 or more of them, I'm chewed all to pieces.
I attempted twice to get through them and died both times, they are not soloable.
Currently the game is far too easy and coupled with long duration fights, it makes it boring to play. Either the game needs brutally difficult, long fights or short, easy fights. Long, easy fights have no respect for a players time. If it goes live as easy as it is, that is probably going to be the thing that I quit over. I don't want to spend half an hour doing fights where I don't need to think.

This bug looks like the monster is hitting me like I'm level 80 (my actual level and gear) and I'm defending like a level 70 (my scaled level and gear).

CN is supposedly a level 70 instance, at least it is so (rather obviously) on live, e.g. in MOD 15.
Therefore - supposedly - level 80 characters are "far too powerful" in CN and need to be scaled down to the design level of the instance, which 70.
The problem is, that in all level 70+ content (including the "old" level 70 instances in RLQ, RIQ, RAQ and REQ), character level has never been an indicator whether the instance is easy, hard or just undoable for a character. The difficulty of all level 70 content has nothing to do with character level (obviously, because all characters that run these instance have exactly the same character level). Rather the difficulty is directly related to IL and EVERYONE KNOWS THAT. That is the reason, why all level 70+ instances have a minimum IL, that increases as the difficulty of the instance increases. Of course we all know, that many instances are not doable for a party with the minimum IL. But that does not change the fact, that IL is the major contributing factor for the performance of a level 70 character.
Of course other subjective factors play a role as well, such individual skill - "knowing your character" or "knowing the instance". But these are not objectively quantifiable (unless you think that the number of successful completions or the ratio of successful to non-successful completions of an instance is an objective measure of individual skill, independent of IL). Furthermore, no one would like a scaling that penalizes characters with a high level of individual skill versus characters with a low level, because this would mean that improving you individual skill would not give any benefits.
IL is the only objective performance indicator in level 70+ content. For this reason scaling of level 70+ content should be based on IL.
An unscaled level 80 character with the same IL as an unscaled level 70 character, all other things equal, will never outperform the level 70 character in a noticeable way (neither in level 70+ content, nor in lower level content), because
- character level only gives minuscule benefits (in MOD 16, where we will reach level 80 rather quick) and
- practically all performance-wise important properties come from gear plus enchantments, companions, boons etc. slotted.
Scaling the level 80 down, just because its character level is higher, does not make any sense.
Furthermore, you can have
- a level 70 character very close to the bis-IL, via maxed enchants, companions, boons etc. on his (non-optimum but still rather good) level 70 gear and
- you can have a level 80 character with the min-IL requirement for the instance.
If both queue for a level 70 instance, the level 80 will become scaled down (so that its effective IL is much lower than the min-IL requirement), whereas the level 70 is not scaled at all. The result is an even larger discrepancy in the performance. The result is that high IL players will demand that the minimum IL of all instances is raised significantly. The low IL players will demand, that the difficulty of the instance (overall damage done by bosses and mobs) must be adjusted to fit the min-IL requirement. Cryptic will not raise the minimum IL, because they like to give the (false) impression, that new players can be made ready very quickly for all instances the game provides.
This is why I am repeating again and again, that meaningful scaling for level 70+ content must be based on IL. Porting over the (badly implemented) character-level based scaling from the low-level dungeons in RLQ over to level 70+ content might seem a great idea from the point of view that "we do not need to write any new code", but from a design point of view it is a disastrous move. For this reason I will advertise IL-based scaling for level 70+ content, until it is clear that the devs will not listen. In this case I will know that mod 16 will be a catastrophe and I can look for more enjoyable things to do, coming back maybe after 1/2 year to see what happened (assuming the game is still around then).
Makes more sense to treat them as leveling zones with ilevel bounded accuracy.
