Honestly? No, in the last five years the Battle of Detroit has not been recognized, though it would be a pleasant surprise, I am not going to hold out hope that it's going to change right now.

I don't recall them turning Blood Moon on for the Anniversary, though honestly, something else and not another blood moon no matter the circumstances.
The Blood Moon's welcome was worn so thin because they turned it on for a full year at every full moon of every month that it now actually causes people not to log into Champions. So if they are planning an event, it's best to do something else. Even if it means waiting another year, something to flesh out and make it a memorable event. Not just flipping the damn Blood Moon on again, and calling it square. Especially when Halloween and no signs of anything fresh or new on the horizon is being presented.
IIn the past, I've suggested things like giving Q for every Destroid mob killed, and a large Q reward and a perk for completing \Destroyer's factory on the day of the anniversary.
The devs have always been busy with their own plans, even if they held the suggestions in any regard, so I stopped talking about this a couple of years ago.
Honestly, I am rather shocked that for the interim, they haven't tried to make a few seasonal events for Champions. Anniversary of the Battle of Detroit could have easily been one. Another is a spring fling thing or summer event like STO where we get our own beach resort (yes, there is a private resort for super heroes in CU) And better Halloween and Winter content that does more than simply turn on dandruff mode or red sky mode.

Honestly, I could see this working as a it's own "season" in CO with Detroit being a subzone with an AA System and tiers like STO and NW(which is more of a copy of STO only, IMO, more grindy) have. I feel this would provide more to do than a simple CS/AP/Event(X Missions + Alert) like....
"It's 2015 and this year we're blazing a path forward...by moving backwards. See one of the largest events in the Champions' Universe 1st hand when you go BACK to The Battle of Detroit. Do your part to preserve the past to protect the present and create the future. Are you ready to go back, Hero?"
Champions Online Season 3: Backtrack to Detroit
(this, in the lil story in my imagination, takes place after the events of "Champions Online Season 2: This SPACE Reserved for Snazzy Title" which would use Gateway Station as a mission hub for it's content).
