Release Notes for FC.31.20150630.20:
This build is available on PTS now, 8/4/2015.
- Colorbleeding of colors 2 and 3 on several pieces of the Ravenswood costume has been fixed.
- Targeting Computer's bonus to critical and damage will now have its duration refreshed by use of another appropriate ability on the locked on enemy. (Previously, debuff icon/FX on target would refresh, but bonus on player would not.)

PFF only has one issue that I'm aware of, and it's one that I would never have found. Supposedly when the shield "breaks" (zero shield points) any incoming damage will negate the shield regen effect. The only time mine breaks is if I get nuked dead instantly, which is why I never noticed this until it was mentioned to me. The shield regen problem with halving when entering combat is no longer present. Discovered this after watching my shield numbers reflect the tooltip and did a thorough test with it.
As for Targeting Computer. It's about time. Now to work on a build to use it!

I've never seen a confirmation from a dev that AT's not have a diminishing return on their damage bonuses it intended, and Ame did state it was not by design:

It's not a good balancing mechanic anyway, since it affects the dps ATs far more than the support and the tank ATs (which makes it quite unfair for FF dps builds). So it might be a good idea to put that on the bugs list, even if only to get a statement saying it is now intended.

True, but we did get a confirmation AT's were intended to follow the same rules as freeforms for their damage bonuses.

END does not have any DR either, and I am not sure about REC.
One could say that END is REC's DR. With how equilibrium works and all. But, rather, no REC does not have any DR as far as I am aware of.

Nope what will happen is AT's will get nerfed. As if they needed any more disadvantages. Why people who mostly play FF freak out over the one tiny benefit AT's get is beyond me. FF are still far superior in just about every way including dps.
Great googly moogly no. Players already do obscene damage, we don't need another massive damage boost. Archetypes should be brought in line.

While I do agree with you there, it does raise the question as to why you would do this to ATs in the first place?
considering how much of a disadvantage they are already at, I honestly think that this "bug" on them needs to be made into a feature for them to remain even somewhat viable to play as.

Yeah some things are broken... no I don't use/abuse them.. where would be the fun in that?
Also it affects dps AT's far more than support or tank AT's, while tank and support AT's have at least as big a disadvantage compared to FF support and tank builds.
Besides the healing, the advantages on FF builds are mostly a select few powers/mechanics that are severily overperforming, which have to be adressed but not by artificially inflating AT damage.
And the inflation on damage bonus over the past years has and will make the differences between AT and FF damage even bigger as stronger gear is added to the game.
So all in all it's not a good balancing mechanic in any way.

21 sheild, 25 energy unlock(for those who get them) then 30 next power.
if you shuffled a bit
21 sheild
24 and 27 small self heal or HoT and energy unlock
30 power
it only puts your energy unlock of by another 2 levels.

Yes, so my DPS builds actually start hitting hard as intended, it's sad that when I tested FF Devestator vs AT on PTS, Lvl 40, used Both Primary/Secondary Samurai Gear for test, AT was doing ~double damage compared to FF, it's frustrating, and the AT damage felt like as Heavy Weapons should be, slow but hits like a truck!
for those that are curious on Damage, Rank 3 Cleave for FF on lvl 40 test dummies was about 1-2K per hit and AT was 2-4k -..- non crit.
