Well, I've been 60 one day ... spent one hour in pvp and then spent 30g on items and I got the 6 pvp epics to put my GS at 7200 I did 3 DD, sold the items + most of my valuable stuff to put me at 200k AD, and I have basically nothing left. I read the notes, they don't address the core issues of the GWF, it's just lowering some DPS cooldowns, upping damage, and some quality of life changes with things like cc immunity on certain abilities, damage immunity while charging, etc
