A lot of the quests require prerequisite quests be completed, go do them then check the NPCs again. You can go do the quests and get the bag, but you'll have to manually check all the NPCs for quests if you're much over the area's level. (You don't outlevel quests, but you do outlevel the visible indication that there are quests to do in the area.)

What are you doing with a rank 1 enchantment in a piece of level 40 gear? Level 40s should be picking up rank 2 and 3 enchantments and sticking them in their armor (if they haven't been upgrading their equipped enchantments to rank 3 and 4 or even 5), having a rank 1 in gear that level is just stupid.
