I barely even play my CW and have only done about a half dozen PvP matches with it since M4 came out but, you gotta admit that this change does essentially make CWs free kills for GFs.
Knew this was going to happen. Way too many GFs complained about chill going through their block. Now there is literally nothing a CW can do against a GF except run away once that GF is aware that they're there.

Let people have up to 10 hotbar setups. Make it follow normal power swapping guidelines ie. no swapping hotbars when powers are on cooldown. Make hotbars purchasable with AD for 50k cumulative.

It doesn't block chill. Dodges don't help against it either. Nothing is supposed to block chill, afaik. That's why it takes time for you to build up stacks of chill, so you have a chance to do something about chill, like attacking the CW using it on you or breaking LoS.
I had two. A thugs/thermal that was pretty good in the arena thanks to debuffs and a flying bots/force field that could turn invisible. I'd just set the bots to agro, turn on invisibility and personal force field, then fly around and let the pets kill everything they come across. It's kind of like fishing with a net.
