I quite understand that double specs would decrease the purchase of respec tokens, so it's a given that it won't be implemented.
in pvp and pve you often have to change your rotation. Example, for a gwf to switch from a aoe rotation/ powers/ passives to single target powers and passives. Or in pvp to change rotation to match a different opponent.
Suggestion: allow multiple (4 may be) powers bar setups, with a button to switch from one setup to the other and can do it only if you have no cooldowns active. Difference is, you just press a button instead of wasting time to pick and drag powers to your skill bar. Can't abuse since you can use it only when cooldowns are over on every power.

IIRC, long ago devs said that they want this feature, too. So now it might be time to make it happen.
Make it follow normal power swapping guidelines ie. no swapping hotbars when powers are on cooldown.
Make hotbars purchasable with AD for 50k cumulative.
