Well 2pc AoW/2pc Vigilant is best for pve. 4pc AoW is lackluster due to difficulty to maintain it. PvP is really up to your playstyle, I like 4 pc valiant for the slow though, plus it has all the neccesary PvP stats.

Your waiting in a dungeon/skirmish que because the que requires a DC and a GF, PvP que does not. If you don't like the waits roll one of those classes and quit trying to blame pvpers for your wait time, or join a guild, or form a group in zone chat. The only thing limiting you is laziness.

DR in PvP depends on the opposing player, I have 40% on my Sentinel GWF, think around 25-30 on rogue but to be honest I never really looked hard at my rogues mitigation. In other words it all depends on the players gear, but I'm almost certain everyone will have more than 24%
