Prime Raneson: SHIELD reorganized after World War III. They were first named as the Stragetic Homeland Intervention, Enforcement, and Logistics Division under the US Government until their disbandment during WW3 and reformed after that as the Stragetic Homeworld Intervention, Enforcement and Logistics Division, then changed to their current name; Stragetic Headquarters of Interstellar Enforcement and Logistics Division when the Federation formed. The reason they're still around is because their job is to enforce Federation law but only within areas of their jurisdiction, hence the words "Interstellar Enforcement" in the name. They also help with intelligence, deal with threats that normal intelligence agencies wouldn't be able to handle, etc. They also have protective jurisdiction over the Core Worlds of the Federation, but aren't allowed to maintain starships. They also answer to the Federation Council I believe....
