Akira was also drastically remodeled. Originally, at launch, it didn't have the saucer trailing edge engines, the "turbochargers" on the catamarans were textured, not modeled, and a whole lot of other problems.

Steamrunner's a $25.00 ship. Giving a ship with Steamrunner's capability + battlecloak away to everyone who so much as lifts a finger to get it, for free, would be incredibly stupid.

Attack Pattern. The differences between the CRF2 and CRF3 isn't enough to justify wasting the spot. Really, you could probably even get away with.. TT1-->CRF1(Or BO1)-->HY3-->AP of choice (Usually APO) That's generally how my Cmdr slots look on my rigs when I use torps.

The Enterprise-F is an Odyssey Tac, according to the STO wiki. Which means that the Odyssey Tac. is the fleet-wide flagship. Enterprise-D was the Federation flagship, but the Galaxy-class was the fleet-wide flagship.

I ended up answering my own question. The quad cannons definitely take advantage of weapons power, but do not draw any weapons power while firing.

Why do people choose the Borg impulse?
