Although the 'claim' box is once-per-account drop, once you open it and claim the items they should be account unlocks. You may want to check the assignment details again. Typically assignments like that don't need 4 A-M Specialists. They usually need 4 DOffs total, 2 of them A-M Specialists, then 2 DOffs from Science.
Add another vote for the looks of the old blue forcefield bubble. It was a truly unique look in the game. Even with much better ships to fly I would still take out my Horizon where possible just to see it fly. I kitbashed it with a different main hull and pylons, can't recall the specific mix atm, but a beautiful ship.

So confirmed, chat, refining dil, many other actions (at least on ground maps) still very laggy. And some login attempts fail and need to try again. However, entering the Event TFO is working (where it didn't just before the restart), and oddly, once in the TFO, everything was working fine.
