Its not bad fleet leadership, its bad system design. You can have the greatest leadership in the world, but without any way to actually *regulate* the policies in place they are pointless. That said, if you are sick of reading complaints you can stop any time you like.
There are a few possibilities. One is that he simply hasnt seen it, but I find that highly unlikely. Another is that he personally doesnt like the idea. I would prefer they simply create a starbase bank that anyone can contribute to, and when you contribute you automatically get your share of credits. Then the fleet leaders can use the resources already in that bank to fuel the projects of their choosing.
