I just made a new character, leaving the one named what I want, named this one trash to reflect what we're working with, I thought the same thing, I didn't tell it to hide help pop-ups, I followed them like a noob, I clicked where it said, even on the weapon slot and picked from the list, didn't help!

But no matter which, the option to change the shirt color is missing. OK, so if you also can't edit the shirt color, pick any other top with 4 color options, change them, them mouse over the Citizen 2399 top to check colors, when the shirt is the right color, select the Citizen 2399 top, and edit the other colors!
