Given that the character is rank 65, I would think they've completed the tutorial - unless this is one of those promotional event characters that starts out at 65.

It just happened to me as well, so it's not just a one-person thing. I tried respawning, but it didn't trigger anything. *edit* I ran the other patrol successfully, then ran this one again; the end of mission success triggered the second playthrough.
