So pretty much get a romulan ship (warbird) equipped with the Valdore console (damage converted to shield heals) and high dps configuration. Shoot at everything and everyone and collect 1st place. Some sci captains and torpedo boats can probably out-dps or out-heal you. But its not often that you see those on public queues.

I think I ruled that out because that display bug you are talking about is always present, while the fact that sometimes that extra +100 skill from catalysts I'm using sometimes shows and sometimes it doesn't. Then why didn't you level up all four (or now five reps) at the same time?. Its very easy to get 100+ marks of any rep while playing their respective elite content and those will last you for 3 to 4 days if you just do the rep dailies.
