I don't think it's lag induced. I think it's more a network related timing issue or something along those lines, as I said the packets seem to be intact. But this is all speculation.

It's not cryptic, as other routes work fine, it's the route your ISP sends you through to get to their servers, it's a network issue from an upstream provider.

On demand patching is where it'll patch places and missions you've not been to in a while, so if you are playing the game with it switched on, you'll need your 'other' connection to patch those places (usually meaning mobile connection) - hence the switching off on demand patching.
That's not the IP with the problem. Although, I didn't check, was just responding to people.. hence my :) get out clause at the end. As I've said before, my strongest bet is an upstream load balancer with crappy routing in it.
You don't need to re-install, it's not the game.. It's the connection to the patch/launch server (server is fine, it's just the connection beyond it that's the issue).

Yeah, each game gets patched from it's supplier, NOT from steam... So it's NOT steam based. Hence you can patch away for anything else that DOESN'T use the same network (i.e. PWE's network).
The patch server/launch server is fine, it's NOT there.. People can patch and launch, it's a problem with the network, mostly from broadband networks - lesser "deemed" bandwidth networks seem to also be fine, this points to a load balancing routing issue. Which is likely located at their ISP's (for efficiency).
It's not the update server, or everyone - even those that use mobile networks would have the same issue. My conjecture is: it's an upstream load balancer.
