I have precisely zero desire to use ARC, and will not at all until it is made mandatory. Why is it ever going to be? It provides no functionality for me that I want or need.

It sounds like they were playing a trick on you, given that is a standard fleet ship purchasing process, if at an inflated price. This does not look favourably on you.
I like how people with no access whatsoever to game data-much less population data specifically-think they know how the game is going :) I probably won't fly the romulan vet ship since I have my fleet d'd and scimitar, but pretty ship nonetheless.
Angry unconstructive tone of the post aside, Nova has a point. There are longstanding bugs that have been identified for months or years and haven't been touched. Their priorities are..skewed.
Canon, not cannon. One might also note that I have an orion starfleet captain in a jem'hadar carrier with romulan plasma(!) weapons. Canon ceased applying a very long time ago.

Nope, sorry, it's obviously neverwinter. Was doing dailies in both CO and STO and came across the same issues. It's not coincidence. Personal experience says it's neverwinter. Why are they running neverwinter on the same servers? Have they not learnt their lesson?

I saw a Romulan player at max level in a D'deridex retrofit the other day. Who never responded to my tells asking how they achieved that, and was not marked recognizably as a dev or anything of the sort.
