If I'm not mistaken, sector speed now varies given a number of factors. There are abilities you spend skill points on that will increase sector speed, and I believe your Singularity Core has an effect on speed as well. ..I think there are other things as well.

It won't show a blank space in the costume creator. You should just be able to click the "Create" button at the bottom with the other options, and you will be able to put together another outfit. The "Create" button will go grey when you have no more available costume slots.
