I use the WEP trait on some of my sci ships. In the case of torp spread (and presumably high yield), the buff stays active for as long as TS is active. Once the volley is fired, the WEP buff expires. So firing your TS should be the last thing you do after your exotic abilities are all on cooldown.

If all you're interested in is the ship, then you should be able to run the new episode and/or TFO for two points of progress and you can ignore the Omega stuff. The attraction with Omega is less the event progress and more the upgrades you can make from collecting the molecules.

Well, they've already done an Alliance cruiser and a raider/escort. Next ship will most likely be science focused. Most of the time, when they do an event sci ship, it ends up being a carrier. So I think it's a pretty safe bet that this'll be Kael's teased carrier.
I would guess it's a Legendary Nebula/Prometheus or they may be finally introducing the California class as a 3 variant bundle if not a legendary. The California would qualify for legendary treatment under the (rather nebulous) requirements the devs use, since it headlines its own show.

I think in STO terms, that would equate to a single hangar that can only equip support pets.
