Yeah, we've pretty much gone by General Order One as presented in TOS - no interference with the normal development of a viable pre-warp culture. We didn't make first contact with the Lukari until after they deployed their first warp probe, and we haven't really seen any other first-contact situations in here.
The only pre-warp culture I can remember even seeing in-game, is the folks in "Renegade's Regret"... and we only get to see their homeworld, as players, AFTER the Tzenkethi bombed it ("Echoes of Light").
Wasn't there a mission a long time ago that involved negotiations with some culture for access to their resources? Leonard James Akaar was in it, but I don't remember whether they were pre-warp.

Yes, it was part of the Klingon War arc for Starfleet and had Ja'rod show up as the main antagonist. The mission was more or less an STO version of the episode Friday's Child (it was even called Saturday's Child) and IIRC did feature a pre-warp society who both Starfleet and the KDF were negotiating for resources with.
