Just checked in-game, and this appears to be fixed! I'm able to contribute BOFFs again! This wasn't mentioned in any patch notes, so I'm assuming a stealth fix. In any case, thanks, devs. :)
Almost. IIRC, there actually are a handful of players that Cryptic allows to test new ships (under NDAs, I'm sure). Most of us, however, can't, because of the C-Store being disabled on Tribble.
Uhh... You can literally log into Tribble right now and go see the new Ops. You don't need to complete a mission or anything to see it, either; it's literally just there.
According to what devs have said in livestreams, the pre-ViL episode arcs aren't actually supposed to unlock for Jem'Hadar until they have completed the entire Gamma arc -- something we can't actually do on Tribble at the moment, since not all the episodes are there.
Another new patch has gone up. I'm still patching so I haven't tried it yet, but folks on Reddit are saying that it features two more episodes, a revamped DS9 Ops, and a fix for Jem'Hadar not being able to go to Drozana. After playing Sinister Gathering, I spawned outside the Gamma sector space map, and couldn't get back in without transwarping to DS9 and then going back in via the wormhole.

You actually don't need the C-Store; you can just go to a ship vendor (on ESD or elsewhere) and claim one of the eligible ships directly if you have the ship token from level 61. And yeah, I've tested it, and no, it doesn't give you the upgrade token when you claim the ship.
The new DS9 ship selector still doesn't actually let you select your ship (it only allows switching between your current starship and current small craft.) Level 61 still doesn't grant a T5-U upgrade token like the blog says it should.

From what I can tell, all of the Ensign badges are missing (which is why they initially failed to show up on the 23c boffs I tested them on), and the Commander Science badge is broken for female characters/boffs. All the others (out of the ones that are supposed to be in-game, I mean) show up for me, including on my 23c…
After a discussion with someone on Reddit, it seems that the Commander Science badge is only broken for female characters/boffs, as it shows up on male ones. (The Ensign badges are still missing for everybody.)
Yeah, that's probably the real reason why the badges are not showing up on my boffs (their rank is too low). And the badges should definitely exist, as they appear in the blog.
