A science character played well, whatever weapons I use almost do not matter. Most of my damage is from exotic abilities, much of which bypasses shields. This is for both space and ground. Currently my science character puts out just as much damage as any of my tactical characters.

If you do not have access to fleet cores you can make use of the 8472 Counter Command reputation singularity core for war birds. It has both a transwarp and slipstream cool down. This is what I use for my Romulans.
Love it. I have toons of all three careers and all are greatly improved. My builds were all focused quite sharply and all are performing much better than before.
Just make it so that dilithium ore can be used for fleet projects. Then the refinement limit can still be 8k per day and people can farm ore for fleet projects. Done and done.
