No matter how much of a fit you throw about not wanting a Borg faction, at the end of the day the Borg in STO will still be weak and you will still be able to solo a cube. A playable Borg faction wont make them any weaker than the Devs have already made them.
And if you ever want a Romulan faction, I would suggest you do the same. Why? Because the Devs have said that they wont be adding any new factions until the KDF is finished ;)

Those missions work the same way as Cryptic's own star cluster missions, so they cannot be called an exploit unless Cryptic's missions are exploits too.
A long time ago they specifically told us to report missions that were designed simply to exploit the daily, and while the subject hasnt been discussed in a while, I have never seen them retract that statement or change their stance on them being exploits.
