I'm having that problem too, I can also not make any Ferasans which I should be able to as I have bought those.

Open space seems to work, but for romulans thats not much help as the Singularity bar isn't there in open space, or more correctly sector space.

I'm having the same problems, but it seems that the Diplomatic commendation is working, don't know if the Marauder commendation is working.

Lets se, there were romulan civilians in the episode where Picard and Data were on Romulus disguised as romulans and there was a low ranking romulan officer trapped on a planet together with Geordi La Forge and the romulan officer that was responsible for the Cloaking device on the defiant when it was first installed, none…

On the Romulan Fed side most of the female civilian tops are clipping even some of the sleeveless ones can even show no arms and you only get some floating hands. Romulan belts seem to not work with every costume piece as mentioned above by others and the romulan civilian skirt also do some clipping with most of the jacket…

Some of the starting BOs are story BOs and are part of your ongoing story, they are... well unique characters, ad least that how seems when you do the stories.

How do you get into the new Romulan Block, I don't seem to be able to find a way in.
