how do you know it's not your PC causing it? There are some new softparticle fountains in sector space/DR maps which if your GPU cannot handle, will cause lag. Try turning down your graphics or set the /renderscale 0.5 so you get 50% resolution. On a single GTX 770 I have no lag in DR.

DR Pack intel boffs are meant to be bound because they are reclaimable, so as to prevent duping. The commons you can buy from the shipyard should not be bound. I think that is the bug which frost is working on.
