that is a random audio ad caused by a root kit which is probably Rootkit.Boot.Pihar.c. i would suspect you would find svchost.exe is using a lot of ram. might i recommend kaspersky's tdsskiller to remove.
hell yeah i agree i made VA in 11 DAYS and spent 8 days getting dilitium which i sold for zen and bought packs. they make a lot more money on low money consumables.
these issues are all caused by using direct x 11 which has corrupt shaders after failed compile. only way is to navigate to the cache folder under the star trek online folder and delete the .hogg files or rename them. and only use direct x 9 video card setting under trouble shooting.
The only thing you need to be worried about are corrupt compiled shaders in with shadows that cause green ships and black faces on shop models. only way to fix is to delete the files under the cache folder and change the setting under trouble shooting called video card to one that references direct x 9 and not dx 11
i do what i can as a developer(not for this game or company thankfully.) EA and Maxis have similar problems when using client compile shaders and cache files. if you ever have issues PM me and maybe i can help

The only things i can recommend to you all is to change the world texture quality and character texture quality. when the graphics engine is pushing the textures into ram on the gpu it is running out of space. the other option is to turn down detail distance and it will lessen the load on the video card. I had this problem i renamed the.hogg files in the cache folder under \Star Trek Online\Live\ when i started STO again it rebuilt the shader cache and everything was fixed.
I had this happen try changing the material type. for some reason all ships that have a refit or a retrofit also have a custom material type. ex would be the cruiser when i tried to make it custom the default material type was of the exeter class.
