Honestly it isn't even Perfect World's fault. It seems to be caused by outside agents. I'm sure they are doing everything they can to stop this from happening, but they don't really owe us anything. I am fairly certain the point in including the time is so they can check the logs to see what was going on behind the scenes that may be affecting the game.
The only issue I would have here is that the defiant has a built in cloak because it uses Romulan technology for the cloak. So it should have the exact same cloak available to Romulans. starfleet has had the ship for like 30 years now. Surely they would have figured out how to backward engineer it for other ships.
Economics. Simple as that. Also the fewer people who sell the higher the price will go. My guess would be the player base is shrinking and so is the people who need dil. As fleets start maxing out or disappearing you are going to find prices going up up and up.
Maybe the solution is to deactivate gear bonuses while the race is going on? Don't know how to solve the macro issue though, unless you would have a random map generated each time.
From my experience the issue has only occurred in relation to characters who have stayed in Winter Wonderland when I logged off. If you immediately attempt to log back in, you can go ahead and click normal login and it will work fine. I've yet to personally receive the error trice in a row.
PVP is dead and from when I tried to play once I think the R v B concept is gone. At least the icons make it seem like the factions are ignored. Honestly with the new peace treaty I think the game is approaching a point of eliminating factions completely.
The reason is power creep. If you keep making reputations that's about 3 new powers per reputation (well 3 to space and 3 to ground). With 5 reputations that is about 15 additional traits. The new trait mechanic limits that number to five. So while not realistic it will help with the power creep.
It takes about five minutes to log in and refine dil. Honestly if you are that concerned there is plenty of time to find five minutes to refine it. Might have an issue if you also have to earn the dil. But almost anyone regardless of the situation can refine it within 24 hours.

If something is not clicked I have no idea if that is purely cosmetic or means that the officer doesn't have that trait. Are they traits that the dev blog says he should have?
Ironically I'm probably the only person who likes the new Duty officer UI. I double checked and there were issues with the shoulder pads for Klingons concerning hair with other shoulder pads, so I don't think it is anything specific to the Bortasqu shoulder pads.
Also cryptic doesn't control exchange prices. The very act of farming EC (therefore creating money) will always drive prices up. As long as credits are being printed (farmed, created from nothing) inflation and exchange prices will continue to go up.
Honestly you don't have to buy anything for this game. You can get everything for free even Zen! (Well free to you). Also lowering the amount of EC floating around can lead to the exchange having lower prices. (More EC means higher exchange prices)
