Is the most common sense idea, put a "Rogue" faction that have all the trekier wanna-have races that doesn't have the other two factions. There's no reason KDF can't have Maquis.... Maquis are not Federation but anyway... Maquis doesn't exist anymore, don't they?

I agree that nearby anything must be tradeable in the exchange. But marks... for me good, i need to farm a lot of money right now xD But I don't know any game that allows the trade of marks, the marks is a way to make sure the players throw time in the game...
