I think that is a good idea. Something that focuses on exploration can lead to a first contact mission which in turn could end up being friendly or hostile. It could also open up the door to a science-based mission.
It does sound like a good idea. Organization on our part could further show our dedication. Also, by focusing the requests, it should give greater weight to them.
