"Critics who say that the optimistic utopia Star Trek depicted is now outmoded forget the cultural context that gave birth to it: Star Trek was not a manifestation of optimism when optimism was easy. Star Trek declared a hope for a future that nobody stuck in the present could believe in. For all our struggles today, we haven’t outgrown the need for stories like Star Trek. We need tales of optimism, of heroes, of courage and goodness now as much as we’ve ever needed them." -Thomas Marrone
I have used my Federation and Klingon slot, so none free at the moment. I need to get an empty slot then. When I do, do I have to buy a foundry slot on top of that?

You have to create a corresponding foundry character. (For testing purposes) When you click the create content button you should have a create character button. Make sure you pick the faction appropriate for the missions you want to make. AKA Klingon faction characters can't be used to test Starfleet faction mission.
Once you do that if you are a free player, you'll need to purchase some Foundry slots (I think) to create missions.
I could be wrong on some of this, it's been a long time since I started from scratch and much about it i'm sure has changed.
It has been a while since I have done it as well, but from what I remember, you need to create the foundry test character (as mentioned above) -and- spend 10,000 dilithium to buy 4 foundry slots.
Each mission that you create takes up 1 foundry slot; however, F2Pers don't start off with any foundry slots. You will have to purchase them each time you use them all up.
So, press the 'Create Content Tab' which is on the character selection screen of the login process and located above your character names.
Then create a character to do the testing with.
Then at the bottom of the window with your new character, you should see a button labeled 'Buy Foundry Project Slots.'
It could be that you don't have enough Dilithium in reserve to actually by the slots. Like I said, it's been a while since I had to do this, well before the F2P stuff came out.

Kirkfat made a great tutorial on it at http://starbaseugc.com/index.php/trailers/essential-viewing/foundry-essentials-back-to-basics-series-part-i-by-kirkfat/
Have fun
And welcome to the foundry
