Happened to me too; it's a bug. Just create and save a costume, and then modify it, and the drop down should be no longer grayed out. If you're in a fleet, you may need to go to the 'head' tab to make it appear at all, though.
I had this problem too, and I think I know the workaround solution to the bug. Any costumes that require you to change the "uniform" drop down currently don't work if you're in a fleet, because that drop down covers it up.
