Only two years have passed in-game. That means two of their years ago, the Iconians were not yet fully on the radar and the Klingons were fighting the Federation. It was a war pushed forward by J'mpok, supposedly to help the Empire and stop the Undine infiltration. Maybe your right. And then again, maybe J'mpok just got far more war and fighting than he ever wanted and is now sick of it. Who knows?
Two years ago, in 2409, the Empire was mighty. Ambassador B'vat, who (judging by some of his dialog) may have been under Undine influence at the time, pushed for war with the Federation, supposedly because only in war can a Klingon truly be Klingon. With that voice at his back, Jm'pok (who truly is more politician than warrior, which in an Imperial chancellor is a good thing) felt it necessary to push the war. It isn't until B'vat is removed as a consideration that Jm'pok feels the pressure lighten to the point that he can begin subtle peace overtures with the Federation - and then the Romulan Republic, with their discovery of the ancient Iconian gateways both beneath mol'Rihan's surface and in space, forces everyone's hand. It's ally or die time, and as every Klingon knows, only a fool fights in a burning house.
By the time the threat of the Iconians is reduced, the Empire has seen what Quark observed years before - that the Federation, when pushed to the wall, can fight as honorably (and as viciously) as any blooded Klingon. Popular support for the Alliance has grown. Jm'pok would be a fool indeed not to ride those currents - which also afford him the luxury of allowing his Alliance partners to bear the brunt of fighting the Hur'q, as the KDF is still recovering from their massive losses against Iconian forces. The Fleet can rebuild, while Martok and Worf take the more agitated Houses with them alongside Feds and Roms in Gamma Quadrant.

I think they were referring to the actual post, which makes it clear that anyone will be able to fly anyone's ships before long, at least in some fashion. Which makes that new logo in the background of the first post make sense.
That being said, you're right, that's definitely another message. Someone better at cryptology than me will need to figure that one out, though.
Listening to them a few more times, it sounds to me like it might be James Cromwell, and maybe this could be Zefram Cochrane? His ending in TOS was a bit nebulous, after all.

It's too crisp and clear to be James Cromwell - his voice is a bit more 'throaty' (gruff?) than this.
I'd be willing to bet, if it is a character we've met before, it will be someone that turned up for an episode or two and was seemingly never heard from again. It would certainly fit the Cryptic/STO team pattern of pulling on story threads from single episodes or two-parters and turning them into something far more significant.
