Well, not exclusively PVP. I did mention it having its own story arc to play, because the regular story wouldn't make sense for a drone to be part of. And it wouldn't make sense to be teaming with Borg in the queues we have now, so other queues would have to be made for their participation.

Also its generally accepted by the forumites that playable Borg ships = game is doomed.

The issue that people bring up with the borg, is that the cubes are too big to put under the players control, just sizewise. However if the Borg Cubes were weaker than regular starships, people wouldn't main them, they'd just play them initially for novelty value. That would solve the problem of seeing a lot or many cubes about.
Cardassians I just like, one of my favorite races in the star trek universe. Plenty of intrigue, plenty of background material blah blah. Glad we are getting a playable one finally that I can put in a ship.
Cubes and Spheres? Not only not in the C-store but free? Ok, throwaway troll account. It's not gonna happen.
I don't know why they would stick it behind a paywall when everything up until now has been free, aside from the obvious CStore premium stuffs.
Still, the future will be Borg and I anxiously await it's arrival.

Agreed completely.
And asking for borg ships must surely be a FCT by now.

This! I'm happy enough with my Liberated Borg thanks. So, no thanks OP. The ONLY possibility is the Co-operative, but no to cubes!

This indicates interest, a popular request.
The Cooperative had free will while still retaining much of what made them Borg.

Importantly from Cryptics point of view, it is an entirely new ship set. From the players point of view breaking free from the collective is an easy enough storyline to write in a way that doesn't suck. It has all the elements, overpowering opponent, your own survival at stake, one of the best antagonists in the franchise blah blah.
Judging by the way things are going now, and by the apparent interest in Victory is Life, that day is a very long way off.

Too big? They have massive ships moving around in game all the time. Pretty sure if they can put the universe class ship on screen they can put the others. Hell most of the iconian ships are massive. All players say is wow thats big. Nothing else. Nothing in this game is close to scale anyhow. An escort with a 50 man crew is almost as big as a cruiser with 750+ crew.
Romulan's have the native plasma? Borg were in the game long before the romulan's appeared and whats the problem with more then on faction having an energy type? They can always fight it out over who should have it. Pretty sure i'm tossing gpl's on the borg in that respect. They would hands down win. If you can run around with adapted ships, they can run around with plasma weapons.
Players can't tell the front from the back? What a juvenile assessment of a ship. If you tell it to move it will move. Seems pretty easy to figure out if i am moving forward or backwards. As far as i can tell the cubes rotate in space. And if you can't figure out with a little impulse how the ship works you're doing it wrong. If they can have heavy cruisers moving around like fighters, i am pretty sure i can get the cube to do what I want. This seems based off of pvp and as far as i can tell from reading this forum pvp is dead. So who cares? The NPC's surely don't.
Now that we've debunked that nonsense. Let's move on.
Pretty sure they were adamant about the other ridiculous stuff players asked for at one time or another. Looking over at that connie for starters. So apparently they can do this. They already have the borg as an enemy it already has all it's material, a large amount of npc ships so on and so forth. So it's not like they are starting over from scratch. No rendering no building.
The most interesting thing i find about players mainly forum players is their innate ability to put on blinders and focus solely on their own agenda's. Their own personal wants and desires supersedes everyone else. And then to top it off. Each one is apparently a defacto CBS bigwig or a Cryptic/PW Rep with the ear of the board to make executive decisions on the company's behalf. I didn't know you were all developers or held the Intellectual properties of STO to decide these things. When they announced the Jem, first thing many of you people touted was "Hey if we have jem lets have vorta/founders blah blah blah." So whats so bad about this person wanting to have the most powerful race in star trek below the Q?
Now lets have a conversation about what the OP asked and have reasonable discourse for pros and cons.
My only con is that the borg are just innately toooo strong. Way way way way too strong for a player to have control over. Their auto adapt and ability to assimilate on ground would make them too strong. specially when you mix in player skill, strategy, weapons, and the likes. And in space their ships hull would have to be in the hundreds of thousands. Plus they would have to automatically begin draining shield's on tractor beams and each hit would have to be an automatic crit plus it would have to turn off a subsystem for like 4-5-6 seconds. And if you put players with player weapons on those things you really would need a 5-6 man team to take down a player. Heck there are some players now that you needed that for and they aren't borg.
My pro for it is only one. It will give the sto access to a genuine borg. A true threat, like the borgs of years ago that just looked at you and you blew up. That was what I thought when i faced them. Now i doubt they can last more then 3 seconds and that's being generous. We need a return to the boogeymen age of one shot borg cubes and if the only way we can see the borg as they should be. The ultimate scourge. Then so be it. Give it to players and let them make them into monsters again. I wouldn't play one but i would enjoy watching it work in a pug
